I'm sure somebody can explain what the lower section of dot markers do (the area above the 6:00 position)?
I can't find anything on their website describing the features of this watch.

It's a yacht timer (for regattas).
The manual on the Hamilton site explains the usage the best.

Basically, the dots change color every minute that the chrono has run. When all the dots are black, the ten minute countdown has expired.
There is a colored disk under the subdial that rotates every minute that changes the dots from colored to black.
