The movement is Swiss, by Ronda, probably with a pin lever escapement. Something like the Cal. 1221:

Garuda is an Indonesian airline carrier. The name means a big mythical bird and appears in Hindu and Buddhist mythology. It is possible this might be a private label watch made to the airline company? I saw one other Garuda labeled watch with Ronda movement on the net.

Lets not forget the tendency of Swiss companies to really search the globe for names to called themselves. The Newfoundland Watch company wised up and changed their name to Omega, but there were names like "Moeris" (the lake in the middle of the Suez Canal) and "Comor" from the Comorre Islands off Madigascar. Garuda might also be one of these.
