Is it normal if the speedmaster legen run fast at 40sec for 3 days or 2 minutes per months?
I though a chronometer should be much more accurate?
FYI I always place thee watch face up at night.
Do I need to send it to regulate it?

Chronometers and chronographs are not the same.
A chronograph has a built-in stopwatch feature for measuring specific events. A chronometer is a watch which has been adjusted to greater than normal specifications for accuracy.
A mechanical watch which has a monthly error rate of 2 minutes per month works out to an average of 4 sec. per day. This is excellent performance and within the old Swiss chronometer specifications of -4/+6 per day.
It could be that the timekeeping is less stable when you start it from a dead stop. Are you hand winding it when you start up, or just slap it on your wrist? This could make a difference in the timekeeping.
I'd say leave it alone for now.

I've hand wound it few month again.Afterward I just wear it as it still moving.
Does the column wheel is more on the chronograph than a movement timekeeping accuracy?
Should I place it in a different position to cancel it out( make it slower)?
If yes what's the advisable placement position?

I'm not sure I understand your question.
The column wheel has little to do with accuracy, when the pushers are depressed, it moves levers that affect the stopwatch feature.
Are you referring to the balance wheel?
You can try placing the watch in different positions to see if performance improves.

Yes, is it the balance wheel of the 33xx is more accurate?
What's the position that you'd suggest to make it run slower?
