It's not a Elgin it's made by None-Magnetic watch co of Geneva and America they were making watches from 1887-1905 they imported watches from Swiitzerland and contracted watches made in America Elgin,Peoria,Illinois, with swiss on your watch it was one that was swiss made.Does it have Paillard's patent, ballance and spring engraved on movemt ?

It looks pretty, but I don't think it's an Elgin. Don't they usually have "Elgin. Nat.[national] Watch Co." engraved on the movements?

River Rat hit the nail on the head. Never in a million years is that an Elgin!
