Hi,

New to the forums. I have my father's old omega constellation, similar to

It hasn't been worn in ages and the crystal is pretty scratched up. I'm wondering if anyone here can recommend a watch maker in the San Francisco area that can do a light restoration (polish the case, replace the crystal) and service?

you might try Topper Jeweler's in Burlingame, they're an Omega AD and Russ is quite a watch fanatic: they may do restos or know of an omega expert in the bay area.
Otherwise, what you want to do can be easily done by Jack Alexyon at IWW.
