Why has water (salt or otherwise) got into the watch? Could be a whole host of reasons....old, perished seals, crown out of position, push pieces used under water.
As far as repairing it goes, where did the owner get the repair estimate from? Breitling?
Who can tell what lurks beneath that already very tired looking dial? The movement could be completely shot, it needs a new dial and hands. Perhaps just the case and bracelet are the only things that can be saved.
Is it worth it? Only you can decide.
Or, wait for another one to come up for sale.
