I just picked up a gold-tone watch, and put a great new Panatime strap on it. The buckle on the strap is stainless, and thus silver in color. I'm leaning towards replacement with a gold-tone buckle.

Admiring the dedication to complex engineering to elegently tell...simple time!
I wouldn't, unless you spring for something thats actually a real gold plated buckle. Otherwise, the gold tone is going to wear pretty quickly and you'll be worse off than when you started.
You can watch something happen, you can make something happen, or you can stand there wondering what the hell just happened.
If there is gold on the watch
There should be gold on the buckle
