Sixty second flyback chronograph- three hands - no sundial - who made the movement?

Saw a chronograph wrist watch on the Bay, dial says Jean Louis Roehrich and
STOP (model?) below the Brand. The movement is signed Borel&Fils but who actually made the movement.
There are two pushers, no subdials, three hands, hour, minute, and seconds, no extra hand. Listed as flyback chronograph.

So, is this a 60 seconds max? What is the main purpose of this type of chronograph? Who actually made the movement?

i assume we can't post the link to the listing.

    Thanks,

    Hi
    Yes, maximum 60 seconds.
Its a fly-back chronograph - stop and restart are simultaneous
