I think both the karussell and the hand at 2 o'clock tell the hour (and if you are lucky they even agree), and the long hand minutes. What's the top left subdial? They also seem to have thrown in some extra spare numbers on that dial, in case something falls off.And an autograph by the Count himself!
Top left I think its a power reserve this watch is just one of the maddest things I have seen especially with its seemingly randomly marked dial I just had to have it. I just hope it is possible to tell the time with it when I have it in my possession.

I have the same watch. I very like it, because it's accurate, and unique too. I think you will suprised, because it nicer than in a picture!
First, great catch, I love these movements.
As for the time, I think both hands indicate hour and minute, the carousel rotates completely in 12 hours, so it should also tell the hours. As LCheapo states, I hope they agree on the hour

That is a most unusual watch indeed! and very nice! I can see that it will take awhile to get used to reading the time,however it will be a conversation piece for sure!

7:55 approximately. The hour hand (on the small sub-dial) seems to be slightly misaligned, but it may be that it is independently settable from the minute hand.
I can't see any way that the 'tourbillon' can be safely decoupled from the barrel to enable it to be set to particular position to use as an hour hand. Experiment with the setting before you wind it. If you can't set the position of the tourbillon then you may want to wind it up at midday or midnight to enable the tourbillon pointer to act as an hour hand.
