I am in no way defending him, but if you plan to move your vehicle into the fast lane, you have to be very vigilant of what is approaching from the rear.
As somebody that has driven lots of times in Germany ( no speed limit on most motorways) you learn to do that. I am in no way a slow driver, I love speed.
The last time I drove in Germany with a fast car (993, most comfortable speed approx 230 km per hour) there is always somebody aproaching from behind, driving maybe 260 or even faster.

these idiots call themselves ghost riders heres one that forgot to stop
German ghostrider crashes at 140km/h! - YouTube
I gotta admit been riding bikes for 45 years and i have done some foolish things and taken some chances but never anything like this.....These guys are dangerous not only to themselves but to others around them
So, if any of you were to attempt being a "ghostrider" what watch would you be wearing? Me? I'd go Sinn U1
On the Autobahn you understand and expect people to be driving at great speeds and diverse speeds so you're somewhat prepared. However, where this guy was doing his thing is not someplace one would expect that kind of speed to be approaching from the rear or anywhere else. You might see him coming, but by the time you realize how fast, it could be too late. Some things you simply should not be expected to anticipate in a driving situation.

No, not at that crazy speed, but you should expect people speeding. I was taught to look in the rear view mirror for a couple of seconds, and try to estimate their speed.
Of course, in a country where you have a limit of 70 MPH, you do not expect a nutcase driving 180.
In Germany, you do.
I almost killed my family ( coming from the rear, it would have been my fault) when I drove ( again, in Germany) in the outer lane, maybe 170 Km/ h, and a Swedish caravan combo pulled out, him doing max 100 Km/ h.
ABS saved us.
Some years ago, while driving to The Channel Tunnel, going to France for some X- mas food shopping with my son, we were overtaken by a motor cyclist, doing a crazy speed. Some 10 minutes later, a helicopter flew over us.
We arrived atvthe crash place. The motorcykle and driver were spread out over 2 lanes, and the bank. He was ripped to pieces. The bits were still in his protective clothes. We had to slow down while the Police guided us around the remains.
Trust me, it was not nice. My son told me he would never buy a motorbike. Still today, he has never mentioned buying a bike.
That fate is waiting or that idiot on his "mothers bike".
I guess he in fact owned and rode it, but legally ( and for insurance purpose) his mum " owned" it.

Imagine what that boy might do if he could channel that furious Death Drive into horology!
On the other hand, we might get watches with the second hand that rotates as a 1/20 sec hand ALL the TIME!
:D

Actually, I would love to see people that speed in construction and school zones as you described go to jail and lose their licence. I especially hate seeing drivers speeding through school zones and I'll lay on the horn every time is see it happen. They always slow down, I just don't get why people even consider speeding where little kids are playing.
I've done serious speed in my youth, but not while weaving amongst texting soccer moms taking junior and his 4 best buddies for pizza. That is beyond stupid and well into death wish territory. I feel sorry for his family and whomever he eventually kills.
Owner of a bunch of cool watches.
