also there was a highly collectable orient padi ( kinetic ) 43 mm i almost pulled the trigger on myself
i think it is breathtaking in the fs section here as well , and the guy selling it is antfarm very nice guy

The Citizen BN0000-04H is the right size, and well within your budget. Problem is, no Stainless Steel Bracelet only rubber.

The Citizen that francobollo recommended is a great watch. In fact, if you're going quartz, the citizen eco drive line is hard to beat.
Almost forgot.
A real classic 39mm HEQ Perpetual, the Seiko SBCM023:

It's discontinued, but if you search around long enough you might find one in your price range.

The Citizen is a great choice and with it being well below your budget you can always get an aftermarket bracelet. (watchadoo from the Bay is a nice combo)
A friend and forum member here "DenverBuff" has that combo and looks great!

the seiko SBCM023 looks like what i need, does anyone know where i can get one???
You might also check out the Precista PRS-18q. 39mm, 300m water resistant. More a military/tool diver look than the Seiko, but seems to be well regarded. Available from TimeFactors. (Not associated with them in any way; it's just next on my 'purchase' list. So, please don't by the last one :) )
Seiko BFK, Kinetic but it's a tough choice. Wear it and play a tennis match, then it will be fully charged for months.
