Very interesting! The fact that in 1956 such an engraving was made (about any object) is quite interesting. This is the year when the name Staling became taboo.

"25 марта 1953 правительство приняло решение о приостановке строительства и консервации железной дороги[6]. Построенные участки оказались заброшенными."

Wiki says that decision was made in March 1953 to abandon construction of Stalin railway.

I am not sure why would they award watches to workers 3 years after end of the project. As such the engraving on this watch is questionable.

But wouldn't it make more sense if it related to the penultimate paragraph of the article?
Finally, after an intensive search, I found something to hold on . The " railway Yekarina " named in honor of Catherine the Great, received another official name, the "Stalin railway" between 1936 and 1961. This railroad circulated by the mining basin of Donets region, unfortunately so well known by the ongoing conflict between Russia and Ukraine, and that once more developed had more than 1,200 locomotives, freight cars thousands and hundreds of passenger cars.

If you read the article you can see that the Stalin railroad its the old Catherina railroad in Donetz region in Ukraina, after the revolution was the Stalin Railroad (was the oficial name) The transpolar railroad its the dead road or Stalin dead road (but not oficial name) then the engraving its legitime, but not from transpolar.
