In a nutshell, go with the 7D if you value its better autofocus system, metering, higher continous shooting capabilities, environmental sealings, wireless flash controls and 100% viewfinder coverage.
On a side note, with that kind of money available I would choose a used Canon 5D because of its image quality and full frame sensor, but that is just me.
You aren't new at photography, but since this will be your first dslr camera you will quickly find out yourself that dslr's nowadays are more like computers or any other electronics - the newer the better as long as we compare cameras of the same classes.
