Any vintage Elgin experts out there?

My grandfather gave this to me a few years ago.
I just got it back from restoring, as the movement was frozen/broken, the crystal just gouged, the dial just beyond weather beaten and had dramatically changed colors.
I had everything on it restored and am giving it back to him for Christmas, since he has not seen it in new condition in decades.
I know the bracelet is a cheap Spiedel, but everything else should be original to the piece.

Nice simple-looking watch. It's what I term a "near" vintage; probably has a Swiss ETA movement from the 70's. The marker at 12 looks a little askew; was it refinished? If so, do you know by who?
