The best way to tell is to take them apart and look at them. This is not always easy to spot when you're new at it, but with practice you'll easily be able to spot a broken pivot. A broken jewel will sometimes have visible cracks, or sometimes will just have a chipped or out of round hole that's harder to spot but will cause problems.

Often times, a broken staff will bring with it a broken jewel.

To change out a balance staff, you need, at minimum, a staking set, and usually a lathe.

Some Walthams, most notably the 12 size 1894 model, and 16 size 1899 and 1908 models, used friction fit balance staffs that can be installed and removed using only a staking set. "B" and "E" series Hamilton pocket watches used frictions staffs also, as did some Keystone Howards.

Most other watches have riveted balance staffs, and a lathe is needed to cut the rivet off the staff.

A lathe is also often necessary to adjust the replacement staff to fit, especially if not using factory material.
