Berlin just shifted the opening of its new airport a year or so, if I remember right because something is wrong with a water tap connection or a toilet. Impossible for launching a watch in the former USSR. If somthing didn't fit it was made fitting - subito or even earlier.

It is just a child of command economy: If a spring didn't work properly in precisely the moment when a product was planned to be introduced, they filed so many gaps into it that at least two allow to wind and set the watch.
