In my opinion neither a military nor a pilot watch. If there aren't any issue markings on the case back, then it's definitely not one. Without a picture of that, hard to say, but it doesn't look like a piece built to any military specification that I'd know of. The dial looks like it has been badly repainted at some point, so who knows what it used to look like?
40mm was an uncommon oversize in the 1930s (the fixed lugs would suggest that decade).
Although the movement looks familiar, I can't recall what it is (or maybe I've just seen a similar - not exactly the same - movement).
It's missing a lot of parts- screws, winding gear, stem...
The dial inscription- "Chronometre" doesn't exactly mean that it is a chronometre. More of a marketing trick, really. An average quality movement, not adjusted, with a standard regulator.
I have great faith in fools; self-confidence my friends call it.

A chronometer without second hand! That's latest hit. I bet it's issued for ukranian army.

"Chronometre" is just a word that translates loosely to "Measures Time" Which describes all watches, really. It doesn't mean "Chronometer". Not that it would really matter if it did, because "Chronometer" didn't mean what you think it means back in the 30's.
