I think a little more info and pictures of the case back, inside and out, and pics of the movement would help.
Mind you, I've seen Enrico and Silke "get" a watch on this much before!

The only Swiss "Regulateur" I can find (without any other name supplements such as "Regulateur National") is by Baumgartner Freres (Grenchen). These are better known for making robust but cheap pin lever movements. If the watch really is by them (and there's no way of knowing without seeing the insides), it will be of somewhat pedestrian quality.

Looks like a stem wind and pin set movement... In the Ranfft archive, I have found 2 movements, which are quite similar to yours:
bidfun-db Archive: Watch Movements: Liga 315
bidfun-db Archive: Watch Movements: Junghans J38a/1

None of them is identical with yours though. They're a bit of a long shot, though the Liga 315 has a considerable resemblance to your movement.
The Junghans is only simply similar in a few aspects.

the movement was built. Reconvilier factory and is known as type Roskopf. note that Baumgartner had an office in Reconvilier city. so can a partnership between the two factories. Reconvilier watch was the largest factory of Roskop type

From enrico's calibresheet, it looks like a Reconvilier Cal. 19'''/232 with the mainspring guard bridge of the Cal. 19'''/38.
