I have a pocket watch marked E. Howard watch co # 1924858, but has a 15 Jewel Elgin movement # 7663194 It works fine and is in a double closed case in gold color. I can not find much about it, anybody got info please post.
You need to post pictures in the Vintage forum for more assistance. The Howard serial number makes no sense as a movement number. Must be on the case and if it is has no relevance for ID. The Elgin movement is a Class 35 grade 185 16S 15 jewel hunter case movement from 1898. Sounds to me like the movement was replaced at one point in time.
