I think what is being said is that it is one of a style/group of watches that were referred to as "dollar watches" which gives you also an idea of the quality/market of the watches..

Indeed, these "low end" watches were marvels of efficiency, and as fascinating (from a horological perspective) as high end watches in their own way. High end watches tend to battle against increasingly diminishing returns; trading huge amounts of time and effort for the sake of an increase in performance that can barely be seen. Low end watches strive to provide "adequate" performance for as little investment as possible, and sometimes they spend as much time and effort on dross and gilding as they do on actual watch. I'm not sure how much "Shock Protection" this design actually provides, but it would be fun to dismantle to see exactly what they did.

THey start to build Dollar watches around 1900 and you're right yours are later on. 1940 ties had been an area while a lot of these watches had been build. I guess 1930-1950 is most likely. I'd neer seen this movement before. Therefore I'm a bid curioius and will ask a friend who collect german dollar watches could help.
AslombRob is completely right but a very smal collector community of these watches excist. They call them " Pocket watches for everyone" and from the historical point of view they've their place. Yours is really extrem without any attempt to have a nice trusty movment. I guess cheaper is not possible and please don't demand to see exactly the time. his etrem makes me curious. But I don't know if my friend knws about this movement.
