Welcome to the WUS Vintage forum. "One of a kind" is always a euphemism for "frankenised from parts" so I wouldn't take that as a compliment! However, I doubt that it is either unique or frankenised. For a start, there is no way that this is from the turn of the (19th) century - it is more likely from the 1930s. How do I know? Shape of the bow, style of dial, lack of a pusher for setting the time (so it has full keyless works).....

"Rocail" was a brand registered by Leon Levy, later Pierce SA, a well known company but now defunct. If you post a movement picture, we might be able to say a little more.

    Hi there,

The watchmaker just open it and gave me all of this information.

I will try to open it again and take a picture of the movements.

From a first look, how much do you think it worth?

We don't give valuations here. If the case is silver indeed, you're looking at the price range of an average ("no-name" stuff) silver-cased PW from the 1890s-1900s. That you can quite easily find out by calculating the average from a few completed eBay listings.
