Is it just me, or is it missing its lever?

It seems to be all dial and no case. Swiss or french from ca. 1870, I would guess. The inscription reads something like "Lever escapement, three levels, ten rubies". The "Aguilles" (=hands) means that the hole in the middle is where you stick the key in when you want to set the hands, the other hole is for winding it up. I also think that the lever seems to be missing, in which case, any winding (presuming the mainspring hasn't broken) will send the geartrain whizzing around and not do anything to the balance.
