I've used bleach before on a white resin strap retainer which wasn't glossy.. left it in overnight, came out a treat with no ill effects. Just make sure you give it a good scrub in warm soapy water afterwards.

Bleach is corrosive to stainless steel, so keep it away from those parts.

Long term, possibly short term effects of bleach on the resin will be advanced rot. I havn't found anything that bleach won't rot or deteriorate. Also, it has a tendancy to yellow what ever it comes in contact with. Use very sparingly.
Experience is what you end up with when you didn't get what you wanted.

how about using vinegar or lemon juice instead of bleach? the bands are supposedly to have some acidic resistance (i heard it around somewhere, but can't remember), so theoretically, the dirt will be most affected while the bands are still protected.
