Remove the bezel if possible, and soak in Goo Gone or Goof Off. Brush with a toothbrush to work out the loosened paint. Wash with mlid soap and water, evaluate, and repeat until you are happy.
Just did this with a G-Shock.
I actually thought of this as I like Sharpies...

Plus, this is a G-Shock, not Ironman, forum.
It would be a lot of detailed work but what about black resin? Clear out the white, sand it down (remove the guts a display cover first), then fill in the relief letters with resin in one pass, let harden then to a second pass to level the whole face, and then sand to a finish. A resin is the only thing I can think of that would affix to the plastic of the watch...
