    Find a used Hamilton Khaki King.

    Great watch for the money even at full price, which is about 350-450 USD.

    At $250 new you ain't gonna get a Swiss mechanical movement, so you it'll be quartz. Does it need to be Swiss quartz or will Japanese do?

    With no other criteria there are loads and loads of options.

    I would go with a Citizen Eco-drive. Here is just one option with a sapphire crystal.

    How about a Hamilton Khaki Mechanical? about $250 from a gray dealer, or $350 new. You can buy a leather band separately and have it attached.

    Quartz or Japanese you have options (but don't buy quartz). Check out Orient.

    The hand wound Khaki is a good option too if winding is not out of the question but that is still a hair above your price range and it is not leather (though close).

    If you can stretch you budget to $299 [Ashford Link Above], can compromise on the leather band (or would be OK with a cheap after market) [Khaki] or you can live with a hand would movement [Mechanical Khaki], I strongly encourage you to get a mechanical watch. They are true beauties of art and craftsmanship. Very grateful and very sentimental pieces.     Without getting into liquidation type listings, I'd have to say that Tissot - both dressier (T Classic) and sportier (V8) - might be your best bet.
