Most likely because it's hokey.
Just did a quick research, they did own the patent which filed in 1995 which has passed 20 years... so in practical ...it is legal to have other brand to design a watch with this feature?

Only for decoration ? You won‘t patent a decorative Feature, right !? Why would Perrelet couple a ballbearing-mounted oscillating weight with a second inertia weight mounted on the dial ?
1995, the Perrelet watchmakers presented the first Double Rotor P-181 caliber automatically wound by an oscillating weight and stemming from more than five years of research and development. From a technical standpoint the Double Rotor constituted a major watchmaking breakthrough, since the mechanism derived its energy from two rotors. it is not about decoration though.
I always thought that the Perrelet was effectively one rotor; two weights connected as one rotor.
