Watch sold, shipped, but never received. Who's responsible

I wasn't sure where to post this, but thought some people here could offer me some guidance. I sold a watch on another board for $220, and shipped it USPS Priority mail. Tracking info shows the watch was delivered today, "in or at the mailbox at 2:41pm". I just received an email from the buyer saying he never received it. I did not buy extra insurance when I shipped it, so I think USPS only covers 'up to' $50. Any suggestions on how to handle this. I don't want to leave the guy hanging, but I certainly don't want to pay for a watch that was delivered just because some guy decides to tell me it wasnt delivered when it actually was. He has very few posts (6) on the other board and no sales/buys, so there is no history in that regard.

unless there was a FOB agreement, buyer in the US generally takes the risk upon seller's delivery to courier.

First thing I would do is wait a day or two. USPS is notorious for marking packages delivered when it is not to boost their stats (based on location). If it is still not delivered tomorrow then call the 1800 number and file a complaint. They should start an investigation. They usually contact the person that deliver it and see what they have to say. Worst case scenario, if it is marked as delivered then I would not issue a refund. It would go through the chargeback process and the credit card company will get involved. However I wouldn't do it even if I believed the guy as it is just inviting for repeat incidents.

If shown "delivered" then buyer needs to be responsible. Unless he wants to open a case with USPS.

Crappy deal for sure... but if its marked delivered, you shouldn't bear any responsibility. For me though, over 100-150 in value, I generally insure

This, don't panic yet. This happened at least a dozen times to me. Usually is delivered the next day.

I generally agree with this 100%. For a something under $250, I'll ask buyer's preference.

Contact USPS Customer Service on their website and file a 'Item Not Delivered' claim. They'll investigate. Where I live (Dallas TX suburb), carriers have a hand held scanner and are required to scan anything with a bar code (tracking # on label) when they leave it. The unit notes the gps coordinates. In the event they delivered it to the wrong address, this will indicate such.
