Citizen CB0020 AT Perpetual DST setting

I'm confused by the two diff movement H144 and H145 as the DST setting work differently. Why can't the just make it "truly" automatic?
Does the signal sent out by radio station embed whether it's observing DST? Or I guess it depends on the country? And within the country, some parts observe DST and some don't ? So the radio frequency can't really differentiate that? Am I correct? Just seem to be a hassle when you travel to diff parts if the world and need to know whether or not that particular city you are currently at observed DST because the watch can't tell, even though it is receiving atomic signals.

Does SEIKO Astron have the same issue not being able to tell the DST zones and need user's input?
