Why are NATO's made that way

Is there a purpose in making a NATO the way they do? Why can't they design it so the buckle is straight under the wrist instead of on the side.

So it has enough length to be worn over the sleeves of a jacket or wetsuit.
You can watch something happen, you can make something happen, or you can stand there wondering what the hell just happened.

You could cut off the second layer with a pair of scissors (RAF style) and then place the buckles and keepers wherever you'd like them.
