I’m in Italy and may buy a preowned Rolex. I am not sure about the rules on claiming VAT tax on Preowned watches? I thought I read somewhere that VAT on preowned watches can’t be claimed? Is that true?
I don't think you can do it in Europe; I asked in London a few years ago when I was there last and was told I couldn't and I'd imagine sales tax rulings would be similar around Europe
That being said IN Australia you can claim sales tax on second hand goods
If you buy from a dealer as second hand goods and you get an official invoice, you may be able to do it.
If you buy from a private person, they will not be able to provide invoice, so no VAT refund.
Yes the dealer told me that there is no VAT tax on the second hand Rolex’s. So I assume that if I buy a watch that I would have to declare and pay taxes when I get back to the states?

I can wear the watch but I also will have the box and papers in my luggage when I go through customs. I got flagged for a book in my bag while going thru TSA pre check on the way to Italy, so I don’t need the hassle of penalties and fines for trying to dodge taxes. I am just trying to figure out if I need to pay taxes on second hand watches.
