Blued Hands - is there an advantage

Just curious about the history of blued hands on a pilot's watch. Was this a spec laid out by the gov't to watch contractors back in the 40s? Does the bluing make the steel more robust? What's the value add of this process?

Well first of all blued steel just looks really great.
And secondly it's also an oxide protection for the steel.
