    It is commonly known that the most notable aspect of thermically blued steel hands is the captivating hue the blueing evinces. Lighting is always a factor though.

    I tend to say no. I‘ve seen matte cases with blue heated hands (D.Dornblüth & Sohn for example) and to my old eyes there is no difference. However, the dial color is important (white, creme, silver).
